How to Read your Water Bill

When are rates increasing?

The following resolution outlines water rates for the City of Wheeler from Fiscal Year (beginning July 1) 2023/2024 through Fiscal Year 2027/2028 (ending June 2028). New rates are effective with the billing cycle beginning on or around June 20th. You will see the rates reflected in the bill you receive in July, due July 31st.

How do I determine costs?

Resolution 2023-02 outlines base water charges, including the Tap Charge, Water Debt Service Charge and Water Usage Charge on a monthly basis. Your Tap Charge is based on your meter size. Most water customers in the City of Wheeler have a 3/4" meter.

The City of Wheeler bills bi-monthly, resulting in the Tap Charge and Water Debt Service Charge to show as doubled on your water bill. Your bill may fluctuate each month based on your monthly water usage. The Consumption Units outlined in this Resolution reflect 1,000 gallons used. Please see Resolution 2023-02 for more information regarding the tiered consumption units.

What do the charges on my bill mean?

Tap Charge: This charge represents the base charge for water service, essentially meaning you can walk over to your sink, turn on the tap and instantly have running water. 

Water Usage: This charge represents the cost of the water used at your property during the billing cycle. 

Storm Water Management Charge: This charge represents the charge for storm water utility service, which is managed by the City's Public Works Department. This was originally adopted via Resolution 2006-01. 

Water Debt Service Charge: This charge was newly added with Resolution 2023-02. The charge is intented to cover the replacement of AC piplines with PVC water lines within the City of Wheeler.
